Abstract

In most cases, it is not possible to transfer e‑Business solutions and development approaches directly to the public administration. This is partly due to the legal framework that governs public administration. Therefore, the introduction of e‑Government has been much slower than one would expect based on existing technology. This paper shows the importance of including the legal framework in modeling efforts for e‑Government and how to accomplish this task. The approach is demonstrated using the example of the German Federal Insurance Institute for Salaried Employees, the "Bundesversicherungs‑anstalt für Angestellte".
